I'd still go with dual-booting instead of this.
Is it possible to hook up your separate partition and have it run through Parallels sometimes?

Yes you can use a bootcamp partition in Parallels
It will create 2 hardware profiles in windows
1 for the vm
1 for bootcamp
only drawback, suspend to ram/disk wont work in the vm in such a setup
